The board and members of the Victoria Police Department must ensure police stops are consistent with the Canadian Charter of Rights and Freedoms and in accordance with B.C. Provincial Policing Standards. As such, VicPD has implemented a policy to provide clear direction to officers regarding the legal limits and obligations surrounding police stops, ensuring they're consistent with the Charter and provincial standards.

The board responds to all service and policy complaints on the Victoria Police Department, which can be helpful in identifying potential gaps, inefficiencies, and/or inadequacies within VicPD operations. Service and Policy Complaints also serve a role in ensuring the board and VicPD are held publicly accountable under the B.C. Police Act. 

Any person may make a complaint to the police complaint commissioner about the general direction and management or operation of VicPD; or the inadequacy or inappropriateness of any of the following in respect of the department's: 

• staffing or resource allocation; 
• training programs or resources;
• standing orders or policies;
• ability to respond to requests for assistance; 
• internal procedures.
